MACRON Law
Law No. 2015-990 of August 6, 2015 for growth, activity and economic equality, known as the "Macron Law", is a French law proposed by the government of Manuel Valls II, under Emmanuel Macron, then Minister of Economy.

This text opened up the notary profession to competition and introduced a new way to access this profession.


Why this text? The number of offices has only increased by 1.49% in 10 years, with an over-representation in urban areas, except for PARIS.


This text impacts several legal professions such as:


  • Bailiffs
  • Auctioneers
  • Judicial administrators
  • Notaries
  • ...


On this occasion, the notary profession has been profoundly reshaped, with a decree enacted in 2016, and two orders enacted in 2016, related to regulated tariffs. The idea was to facilitate the appointment and creation process with two quantified objectives: approximately 1000 additional offices and 1650 new notaries by 2018.

Key Points:

After the passage of the MACRON Law, the Ministry of Justice, upon the proposal of the competition authority, established a map that designates the 247 underserved areas (known as green zones), where the installation of notaries is free.
60 areas with controlled installation, where access to the profession is regulated.
-> November 2016: Receipt of 30,000 requests for appointment to an office, to be created within 24 hours.
-> February 2017: First drawing, approximately 1000 offices created.
-> End of December 2017: First wave of 12,000 offices created.
-> Spring 2018: 1650 new notaries.
An increase of 37% in less than 2 years:
-> January 1, 2016: 4589
-> Mid 2018: 6260
In terms of age:
-> January 1, 2016: 49.5 years
-> Mid 2018: 38.6 years
Women:
-> January 1, 2016: 34.6% (1/3)
-> Mid 2018: 57%
